The Ugandan cabinet met on Monday to approve new guidelines on the cultivation and sale of Ugandan marijuana. The ministers proposed a new pre-licensing regime . That requires the new cannabis industry in Uganda to ensure the presence of buyers before granting licenses.
The new proposal to the cabinet subcommittee on cannabis comes from the National Drug Authority (NDA) and the Ministry of Health. The architects of the new proposal hope that such a radical measure will streamline matters. Also help the government drive speculators out of the multi-billion euro medical cannabis industry.
We need serious people, not salesmen. So we don’t want people who are going to get approval and then start selling medical cannabis licenses… We want serious investors who are going to produce cannabis for medical purposes only,” said NDA President Dr. Medard Bitekyerezo.
Under the draft revised guidelines for this trade. More than 100 companies and individuals with pending applications must submit evidence of buyers before obtaining licenses to grow or export cannabis products.
Sources close to the Cabinet subcommittee on cannabis said that meetings held to decide whether all those who have submitted applications should be invited to resubmit applications with binding purchase agreements. Negotiating such agreements takes months or even years.
Agreements made between producers and buyers to buy or sell a certain quantity of future production. They usually negotiated well in advance of the construction of a plant. In order to ensure that it can be usable for future production.
The obligation to enter into purchase agreements comes only one month after the Cabinet Subcommittee on Medical Cannabis proposed a minimum capital of $5 million (18.3 billion shillings) and a similar bank guarantee.
They had also required a tax relief certificate from the Uganda Revenue Authority. In addition to lists of employees and their job descriptions, a valid business license. Proof of value-added to cannabis and audited accounts were required. The other requirement is to ensure that these grow farms are not located near schools, hospitals, and residential areas.
