Luxembourg is the first EU Member State to allow the import of hemp products in the form of cigarettes. Pure hemp pre-rolls and hemp flowers of the Swiss brand Heimat are legally available in Luxembourg.
A regulatory challenge
Koch & Gsell, based in Eastern Switzerland, has been producing hemp-based smoking products since 2017. For regulatory reasons, they were previously only available in Switzerland. Indeed, the rules on the authorization of hemp products are not uniform across the EU. Thus, the different Member States have defined different THC limit values. In Luxembourg, Koch & Gsell succeeded for the first time in obtaining a sales authorization for hemp products. It is the first EU country to allow a hemp product in the form of cigarettes. Initially, Koch & Gsell will sell hemp flowers and pre-rolls made of hemp from the Heimat brand. The sale officially began on 21 November 2019.
CBD instead of THC
The hemp used is exclusively from Swiss cultivation. The ability of hemp to “glide” depends on the tetrahydrocannabinol (THC) it contains. Hemp can be grown in such a way as to reduce the THC content to a minimum: hemp no longer has a psychotropic effect. Below 0.3%, the THC content of Heimat hemp flowers and pre-rolls is below the THC threshold authorized in Luxembourg. On the other hand, hemp flowers have a high content of cannabidiol (CBD). CBD is the substance contained in the hemp flower to which many beneficial properties are attributed. The analgesic, antiepileptic and antipsychotic effects of CBD have been the subject of various medical studies.

Koch & Gsell is a Swiss start-up founded in 2015, which achieved a breakthrough in 2017: it marketed the first tobacco/hip cigarette and caused an international sensation. In the summer of 2019, Koch & Gsell launched Europe’s first pure hemp pre-roll produced industrially as a cigarette. Due to the resin, it contains, hemp cannot be processed in the same way as tobacco: these products are therefore an innovation. Koch & Gsell has patented the manufacturing processes of the products.
