The Cuomo government has reiterated its intention to legalize marijuana in New York City, and the state’s voters are in favor of ending prohibition.

New Yorkers have already heard it. The Andrew Cuomo government announced this week that the legalization of marijuana will be included in its administration’s 2020 budget proposal. The decision is another strong effort by the governor to move the issue forward in the state legislature.

Cuomo made similar moves last year, including the legalization of marijuana in his administration’s 2019 budget proposal. He finally withdrew the legalization from the budget when it became clear that state legislators would not agree on important details before the legislative deadlines. Cuomo nevertheless expects this year to be different.

Legalize cannabis use by adults, Mr. Cuomo said in his budget speech. I think it’s better to do it in the budget. I said it last year. Also i believe the budget is an opportunity, frankly, to make tough decisions and to deal with difficult issues that without the budget can often languish. I suggest that we do it within the budget.

This announcement, therefore, coincides with a new poll showing that support for the legalization of marijuana is at an all-time high in New York City. According to a Siena College poll released Tuesday, New York voters support ending prohibition by a margin of 58 to 38. However, the issue is not supported by both political camps. Republican voters oppose legalization by a margin of 65 to 31.

Proposed legislation

In fact , the proposed legislation would address marijuana for adults 21 years of age and older, to correct past harms on individuals and communities disproportionately affected by prohibition. Besides, New York plans to coordinate its legalization efforts with neighboring states, including Connecticut, New Jersey, and Pennsylvania.

This year, Governor Cuomo is basically proposing a comprehensive regulatory approach to legalize cannabis by creating a new office of cannabis management specializing in cannabis regulation, which will oversee medical programs, adult-use, and hemp, the Cuomo administration said in a statement.

Finally , the proposal will administer licensing opportunities within the framework of social equity, develop an equal market structure for adult use and facilitate market entry through access to capital, technical assistance and the incubation of private equity entrepreneurs.
